Orange County Justice Initiative
Agenda 2020- 2027
The O.C Justice Initiative is a grassroots BIPOC youth-empowered non-profit committed to ending racial injustice through education, demonstration, and transformative legislation. Our work is grounded in BIPOC collectivism as we confront civil and legislative injustices across Orange County and surrounding areas.
Guided by youth leadership, we are dismantling systemic racial disparities, challenging economic barriers, and safeguarding human rights for marginalized communities. Through targeted policy advocacy and grassroots involvement, we are building a more equitable society for future generations.
Our comprehensive approach spans from community education to legislative reform, creating pathways for lasting social change with BIPOC youth leaders at the center of every initiative.

Community Garden
The garden provides each participant with unique seeds, encouraging collective cultivation of organic produce for houseless and homeless communities. This sustainable approach not only addresses food insecurity but builds community connections through shared purpose.
The O.C Justice Community Center serves as a physical hub for our organization's values and programs. By providing our constiutnets with a center, we will finally have a hub to create this transformative programinng, that will eventually turn into a hub for more than events, but a place for BIPOC youth, and other community will come to give back through the OCJ Cafe "Pay It Forward" initiative.

The garden particularly embodies our commitment to collective action—each person contributes to a communal harvest that benefits vulnerable community members. This model of shared responsibility and mutual aid reinforces our core principle that lasting change comes through collective effort.
Scaling Our Mission: Investing in Future Growth
To achieve our ambitious goals and expand our impact, the Orange County Justice Initiative requires an additional $80,000 to support key strategic areas:
1
Expanding Reach: Program Travel
Funding ensures our teams can reach diverse communities and legislative bodies, essential for grassroots organizing and advocacy across Orange County.
2
Academic Alliances: Chapman University
Continued collaboration with Chapman University for workshops, mentorship, and research initiatives, fostering the next generation of leaders.
3
Building Capacity: Staffing by 2026
Critical investment in dedicated staff to manage growing programs, ensure operational efficiency, and sustain our long-term mission wih
4
The Current Federal Attack on DEI
Due to grants being halted, and many organizations not being as open to have a pool to apply to, we are seeing a increasing need to continue partnerships with established partners.
This strategic funding will empower OCJI to deepen community engagement, foster academic partnerships, and build a sustainable organizational structure.
Demonstrate, Educate, Legislate: Team To Empower
Demonstrate Team:
Our demonstration teams create visible demonstrations of youth political power through coordinated events that showcase the collective impact of young voters and advocates.
Individuals who are on this team not only work with national organizations, but also work with local organizations to conduct mass movements
Educate Team
Our education teams create informative information through our social media, and also contribute to our robust educational relationships we have with school district in the areas's we serve.
Individuals who are on this team contribute to our speech writing, proofreading, and public speaking.
Legislate Team
Our legislation team aids in advocating for policy that leads to mass progress.
Individuals on this team reach local government officials, establish pipelines lobbying to create legislative change, and research policy initiatives that the next generation can mirror.
Our pillars of Demonstrate, Educate, to Legislation creates a comprehensive pathway for youth civic engagement. By connecting demonstration with education and ultimately legislation, we build a complete civic engagement pipeline that transforms passion into policy.
This three-pronged approach ensures the next generation understand both their rights and responsibilities as citizens while developing the skills needed to effectively advocate for change within democratic systems. The campaign directly addresses disengagement by showing the concrete impact of political participation.
OCJ Legislation Protect The People Act: Transforming Public Safety
Community-Centered Safety
Transforming community protection beyond traditional policing
Mental Health Response
Trained experts for crisis intervention
Independent Forensics
Civilian-controlled crime labs
Violence Interruption
Community leaders reducing gun violence
Unarmed Traffic Patrols
Specialized units for non-emergency situations
The Protect The People Act represents our vision for reimagining public safety in California. We recognize that traditional policing has failed to adequately serve BIPOC communities, and training and body cameras haven't delivered the change needed.
Our proposed legislation creates specialized response teams for different situations: mental health professionals for crisis intervention, civilian-controlled forensic labs to ensure scientific integrity, and community-based violence interrupters who understand neighborhood dynamics. These solutions address both immediate safety concerns and underlying community needs.

Our policy think tank initiatives create direct pathways from academic research to community action. By collaborating with Chapman Kappa Alpha Pi (Political Science Honor Society) and the Student Activist Coalition, we develop workshops that address social, racial, and legislative injustices while providing valuable experience for students.
These workshops transcend partisan divides by bringing together diverse campus political organizations to find common ground on local issues. The resulting non-partisan policy recommendations provide practical solutions that local municipalities can implement, creating tangible change from student-led research.
Creating The Next Generation of BIPOC YouthChange Makers
Constitutional Education
Providing comprehensive education on rights guaranteed by the U.S. Constitution and local laws, empowering youth to advocate effectively within existing legal frameworks.
Self-Empowerment Programs
Co-hosting events focused on public speaking, dialogue skills, and community organizing that prepare young leaders to confidently engage with diverse perspectives and advocate for change.
"Stop The Hate" Youth Camps
Creating immersive educational experiences for students grades 8-16, featuring forums with local and national social rights activists who inspire and inform about civil rights strategies.
The O.C Justice Initiative is committed to developing young leaders who will confront racial injustices, sexual orientation discrimination, and other societal inequities. By understanding their constitutional rights, these youth become empowered to work within the system to change it.
Our educational approach combines theoretical knowledge with practical skills, creating pathways for youth to advance the liberation and well-being of Black and Brown communities through education, mass-mobilization, and the creation of new systems that promote equity and justice.
Transforming School Safety: Beyond Policing
The Problem with School Police
Police officers lack specialized training in child development and adolescent psychology, yet are placed in educational environments. This presence disproportionately impacts BIPOC students, who face higher rates of disciplinary action and involvement with law enforcement in schools.
Student Safety Coaches
We advocate for replacing law enforcement officers with Student Safety Coaches, following the successful model implemented in Minneapolis. These coaches specialize in building positive relationships with students and faculty, creating a more supportive school climate.
Restorative Practices
Implementation of restorative justice approaches provides alternatives to punitive discipline, focusing on repairing harm and rebuilding relationships. This shift creates opportunities for students to learn from mistakes without criminal consequences.
Our vision for school wellness centers prioritizes student development and mental health over surveillance and punishment. By removing armed officers from schools and implementing trained safety coaches, we can address behavioral issues while preserving students' dignity and future opportunities.
This approach acknowledges the unique developmental needs of young people while creating safer, more supportive learning environments for all students, particularly those from BIPOC communities who have historically been over-policed in educational settings.
Integrated Crisis Centers: A New Approach to Mental Health
Community-Based Centers
Accessible crisis drop-off facilities that never turn away individuals in need
Comprehensive Care
Addressing both mental health and addiction crises
Specialized Response Teams
Trained professionals replacing police for mental health calls
Community Integration
Services connected to broader care systems
Integrated Crisis Centers form the cornerstone of our approach to preventing tragedies related to mental health emergencies. Many BIPOC communities across Orange County have limited or no access to crisis services, forcing law enforcement to handle situations they aren't trained to address.
Our proposed centers will provide immediate care for individuals experiencing mental health or addiction crises, with services including "Suicide Safer" care, recovery support, and collaboration between community leaders and emergency medical services. These facilities create a compassionate alternative to involving police in mental health situations.
By implementing this model across municipalities, we can significantly reduce harmful police interactions while providing appropriate care for vulnerable community members.
